City Property Association letter to Rt. Hon. Angela Rayner MP on the ongoing delay to the adoption of the City Plan 2040

17 Sep 2026

Following the Government’s decision to hold further hearings on part of the City of London Corporation’s draft City Plan 2040, CPA Chair, Nikki Dibley (Senior Development Executive, Helical), and Chief Executive, Charles Begley, have written to Angela Rayner MP, Secretary of State for Housing Communities and Local Government, urging the examination process to be brought to a conclusion without further delay.

The letter supports the draft Plan’s strategy for accommodating growth and the need to maintain sufficient development capacity within the City Cluster whilst safeguarding the City’s unique historic environment. It also emphasises the importance of the City Plan as the framework for future development in the Square Mile.
