City Property Association representation: Draft Supplementary Planning Documents

The City Property Association (CPA) has responded to the consultation on the City of London Corporation’s draft Supplementary Planning Documents (SPDs) covering Offices, Planning Obligations, Air Quality and Celebrating Heritage.

In a consolidated response, we have expressed our support for the City Corporation’s City Plan 2040 and its ambition for a thriving, future‑ready Square Mile, recognising the importance of this suite of SPDs in helping to deliver on that vision. We also welcome the progress made in the draft documents and the constructive engagement between the Association and officers during their preparation.

However, we have raised concerns about the cumulative impact of policy requirements on development viability and delivery, particularly given rising costs. In particular, we have emphasised the need for proportionate and flexible approaches to policy to ensure the City delivers a minimum of 1.2 million sqm of additional office space by 2040.
