City Property Association representation: Heat Network Supply Zones – Draft Planning Advice Note

On behalf of members, the City Property Association (CPA) has responded to the City of London Corporation’s consultation on the draft Planning Advice Note on Heat Network Supply Zones in the Thames Policy Area (“the PAN”).

In the representations, the Association expresses support in principle of expanding heat network supply zones within the Square Milie to utilise low-cost, low-carbon heat for buildings, noting its potential to help further decarbonise the built environment.

However, we raise concerns about the balance between heat supply and demand across the City, the need to better reflect that many office buildings require cooling rather than heating, and how this policy fits within the City’s broader decarbonisation strategy.

Furthermore, we welcome the opportunity for further engagement and to discuss the following comments on the PAN with officers:

  2. Viability of thermal barges
  3. Planning implications
